Continental Village Council met in regular session on October 22, 2019 with Mayor Miller presiding. Members present were Armey, Bartley, Knipp, Varner, Streicher and Sullivan. Police Chief Hardy, Fiscal Officer Darby, Administrator Prowant and maintenance worker Thompson were also present. Visitors: Mike and Larry Dotson and Jamie and Jalesa Adams. The meeting opened with the pledge of allegiance.
Council approved minutes of previous meeting, bills as presented and a receipt listing reviewed. Then & Now Purchase Orders over $3000: Kuhlman Auto & Service, Fire truck repair $ 4,672.15; Niese Tree Service, Remove trees, stumps and trim in various sections of the village $3,400 and $3,200 and Putnam County Commissioners, Remainder of NRG Change orders $7,118.95.
Second readings held and approved on the Water & Sewer Rate Ordinances.
Business owner asked for a permit to replace the roof on his building on W. Rice St. Approved
Mayor stated the Village Solicitor advised the Village to continue to table the building permit requested for homes on N. Fourth and W. Rice until any dialog is completed. A member of the public, asked to speak. Mayor Miller recognized him. The speaker questioned why the building permit is being tabled again and was told it is the recommendation of the Village Solicitor until any dialog between the lawyers is completed. Council understands that the insurance company took 4 months to complete their part but the Village has only had the building permit for two weeks and the house has sat in its current state for months. Council will address the building permit when it is recommended by the Solicitor. Council approved tabling the building permit.
Council approved to transfer $7,118.95 from the General Fund to the Neighborhood Revitalization Grant Fund to cover the change orders and over runs on the project.
Council approved a motion in increase the estimated resources for the NR Grant fund by $7,118.95 and the General Fund by $4,578.55 to reflect the receipt of a BWC Grant.
Council suspended the rules requiring three readings to pass a resolution and approved and emergency resolution Amending the Appropriation by increasing the General Fund (Fire Supplies) by $4,578.55; and increase the 4903 NR Grant (Building & Structures-Park) by $1200.00; (Street, Highway & Curbs) by $1200.00 and (Other Capital Outlay – Sidewalks) by $4718.95.
Putnam County CIC: The Village received a letter asking for a yearly donation to the CIC. The last couple of years the village has given $1000, council moved to continue the support.
Maintenance Department Update: Hydrant flushing is wrapping up and maintenance is completed on the hydrants as they go. The cold patch of the streets and alleys is almost complete. Next up is the winterizing of the bathrooms at the park, the replacement of the pump at the Ash Street lift station and installation of a new meter pit at the new house on SR 613.
Employee Wages: the utility employees have asked if something could be put in the Policy and Procedure Manual about a cost of living increase. Mayor supports a percentage wage increase but does not want to put it in the Policy Manual. Thompson said that Lima City negotiates every three years with the union for wage increases. Armey questioned who would set the cost of living percentage. Will it come from the federal government? The Mayor will ask other mayors how their villages handle it.
Procedure and Policy: Council accepted the Second Reading on the Ordinance to implement the policy manual written for us by Clemans, Nelson & Associates.
Water Leak: Prowant presented a letter from a resident on W. Rice Street whom had a water leak and requested a reduction on the sewer portion of his bill. Prowant recommended a $225 reduction on the sewer since the water ran out on the ground.
Road Closure: W. Sugar Street between First and Second Streets this Saturday.
Trick-or-Treat date & times: The Lions Club has set the Trick-or-Treat for Thursday, October 31 from 5 – 6:30 p.m. with the costume judging at 7 p.m. in the high school gymnasium.
