Village of Continental Council Meeting, September 11, 2018:
–Council observed a moment of silence in remembrance of 9/11 and the lives that were lost.
–Third reading of the Resolution accepting amounts and rates certified by the Budget Commission held and approved.
–Council was updated on the properties the village sold, a new home was built and is owner occupied, a new house will be built on one of the sites and the third site has met all the requirements of the sale and at this point will remain an empty lot.
–Neighborhood Revitalization Grant Update: The wooden playset has been removed by volunteers over the Labor Day weekend and there were hopes of moving the gazebo to the pond area, however it was built as a permanent structure and it doesn’t look like it can be moved without destroying it. The Mayor is still checking into options. The start and completion dates are as follows for the projects: Street Paving begin 10/15/18 -10/31/18; Sidewalks begin 10/1/18-10/15/18 and the Sparling Park updates begin 10/1/18-12/1/18.
–Maintenance Dept. Update: During last week’s power outage the Grove Street Lift Station had a switch short circuit. While the contractor was replacing the switch, he also noticed there was a bad circuit board. The board was ordered and installed on Monday. We also had a contractor come in and remove and replace a pump in the Ash Street Lift Station and pumped out the sludge. Samlow is reading meters and hopes to be done at the end of the week.
–A resident addressed council about the option available when a home owner does not live in a home, but uses it for storage instead and does not maintain the property. She has offered to buy the property but the owner refuses. The house is in disrepair and the trees are overhanging her house and property. She asked the owner to split the cost of having one tree removed and the other trimmed but he has refused. She was informed that any tree overhanging her property line may have the offending branches removed at her cost. The Review Board will schedule a time to walk the property next week.
–The Village will be selling the Fire Department Equipment van by sealed bids with the bids due by September 25, 2018 at 7 p.m. An ad will run in the local papers.
–Darby informed council that the CRA Amendment Ordinance was approved by the Ohio Department of Development so now the Housing Council can meet to discuss two possible tax abatements. The meeting will be scheduled in October.
–Council moved to go into Executive Session to consider possible personnel employment. Council exited Executive Session with no action taken.
–Mayor Miller reminded council that the Fall Festival will be held September 21, 22 & 23 and he encouraged everyone to come out and support our community. Meeting adjourned.
