Continental Village Council Meeting – June 23, 2020

Continental Village Council met in regular session on Tuesday, June 23, 2020 in the fire department meeting room with all six council members present. Also present were Mayor Miller, Admin. Prowant, Solicitor Welch, Police Chief Hardy utility employees Leis & Thompson, Operator of Record Mike Leis and Fiscal Officer Darby.

Council reviewed the Minutes of the last meeting and Bills and Receipts paid and received since the last and approved them all as presented. There were no Then & Now Purchase Orders over $3,000.

OLD BUSINESS:
*CDBG Critical Infrastructure – The Village’s proposed paving project for West Sugar Street has been placed on the Putnam County Commissioner’s agenda.
*OPWC Funding – Legislation is still pending at the state level.
*Brush Pick-up- The brush pickup is completed and the Village received a huge response from the community. The Mayor and the employees will meet soon to go over what worked and what didn’t and if the Village wants to offer this service in the future.
*Certified Estimated Revenue for the proposed 2 mill current expenses levy renewal is estimated to net the village $26,703. Council moved to accept the first reading of Resolution 03-2020 Resolution Declaring it necessary to Levy a tax in excess of the ten mill limitation.

NEW BUSINESS:
*Building Permits: Council approve four building permits, one for a new garage, new windows, siding & roof and two for cement work.
*Police Chief Hardy presented a quote to upgrade the body cams for the department at an estimated $2100.
*Water Leak reductions prior to billing were approved- One was to an average bill and the over took money off the sewer portion of the bill.
*The Water bills will go in the mail on Friday, June 26, 2020.
*The Village Council held two separate Executive Sessions, one to consider employment of an employee and the other for the purchase or sale of property. No action was taken during either sessions.

*Maintenance Update: The valve exerciser is here and it works but the employees have been too busy to use it yet. They have a water meter pit separated that was shared by two homes, the brush pickup, meter reads and planning for future projects including more storm sewer work in the Southwest quadrant of the Village.
*Council had the opportunity to review the preliminary budget and then set the 2021 Budget hearing for July 14, 2020 at 6 p.m.
*Council heard the Review Board has also set a hearing on the same day at 6:30 pm. Both hearings will be held in the Fire Station meeting room.

Fiscal Officer presented the quote for the Village insurance to council and explained that she has added the new playground equipment and bathrooms and increased coverage for both the fire department equipment and police equipment and the total insurance increased $1,300 over last year.

With no other business, council adjourned.
