
Regular session of the Village of Continental council meeting was held at 7 p.m. on Tuesday, March 11, 2020 in council chambers. Present were: Mr. Armey, Mr. Sullivan, Mrs. Knipp, Mr. Varner Mr. Streicher and Mr. Bartley. Also in attendance were Mayor Miller, Administrator Prowant, Fiscal Officer Darby and maintenance worker Mr. Thompson. The meeting opened with the Pledge of Allegiance. Minutes from the last meeting, Bills & Receipts received since the last meeting were approved. Council reviewed and approved the Management Reports by signature.
Old Business:
–The Bureau of Workers’ Compensation Safety Intervention Grant for a new valve exerciser has been filed. The Village should hear back in a week or two if it has been approved.
New Business:
–Building Permits: a permit for a new home at Lake Place has been approved.
–Liquor permit: The Village received notification that council’s approval is being sought for a liquor license change of ownership. Council has the option to approve the change or request a hearing. Council approved the liquor license ownership change for Clubhouse Pizza.
–Council heard from Jack Bennett from OUPS concerning membership. He explained that according to ORC 3781.26, “Each utility that owns or operates underground utility facilities shall participate in and register the location of its underground utility facilities with a protection service that serves the area where the facilities are located.” The cost of the service is $.32 /call in ticket or a minimum of
$75 per year. He gave Council a booklet about the Ohio 811 call in service and reminded everyone that even homeowners need to call in to get utilities marked before digging. He shared a story about homeowner who was simply replacing a mailbox damaged a fiber-optic line and received a bill for $1.2 million. Council approved a motion to join the service.
–Maintenance Department Update: The meters have been read for this period and Kathy is working on the bills. As weather cooperates they have been doing some cold patch in the alleys but they can’t put cold patch in water holes so the rain is hampering their efforts. Mayor Miller has been contacting paving contractors in hopes of getting some quotes for some street paving this year.
–Darby gave an update on some of the Revenue Funds and how there has been some increases in the Street Maintenance Fund and the Permissive License Fund balances. When the Village gets closer to paving season, Council can amend the estimated revenue and amend the appropriation to increase the funds available.
–The Mayor presented a printout from the CDC about the Corona Virus and copies are available in the Water/Sewer Office in the Town Hall. He urged everyone to wash their hands and use hand sanitizer to stop the spread of the virus.
–Mayor Miller invited Council to attend the 2020 Putnam County CIC meeting on Wednesday, April 22, 2020 in Ottawa.
–Prowant presented a letter from a resident on West Rice Street who had a leak and asked for a reduction on sewer. She recommended $90 to bring the bill back to a normal rate as the water was absorbed in the ground and didn’t go into the sewers. Council approved.
–This is the Village recycling week. The Recycle bins are located at the maintenance building on West Elm Street.
