Continental Village Council Meeting – March 22, 2022

Continental Village Council met in regular session in the Council Meeting Room on March 22, 2022 with Mayor Miller presiding.  Members present were Varner, Armey, Bartley, Sullivan and Streicher. Administrator Prowant, Solicitor Welch and Fiscal Officer Darby were also present. Knipp was absent. Visitors: village resident. The meeting opened with the pledge of allegiance.

Council approved the minutes, bills and receipts since the last meeting.  A Then & Now Purchase Orders over $3000: Atlantic Emergency Services for payment for SCBAs with grant money, $96170. was also approved.

OLD BUSINESS:

Water Tower Update: The water tower is online and operating as designed. The old tower is scheduled to be dismantled in approximately two weeks, dependent on getting the internet installed on the new tower.

Internet: The Brightnet contract no longer contains the exclusivity clause so now Metalink can also put an antenna on the water tower. Mayor asked permission from council to enter into ten-year contracts with both internet providers. Council moved to allow the Mayor to sign any paperwork with both companies to provide internet in the community for a ten-year term.

Salt Contract with Mobile Home Park: An updated contract for salt application in the mobile home park was presented to council. Welch stated the new contract is pretty much the same with the addition of a section that protects the village if our equipment is damaged because of the condition of the road in the park and clearly states the village is not responsible for salting driveway approaches and driveways. It also allows the village to pass on any increases in the price of the salt to the owners of the mobile home park. Council approved a motion to approve the contract and allow the Mayor and Administrator enter into contract with the owners of the park. The contract will be forwarded to the owners of the park after they have signed.

New Business:

Building Permits: Resident wants to build a new shed, council approved the permit.

Solar Park Event: Blue Harvest Solar Park is inviting the community to come to the Main Street Boutique & Coffee on Tuesday, March 29 from 12-7 pm to learn more about the solar park going in along State Route 613 just west of the Village. Project information and educational resources will be available and you can ask question about the project. This is an informal meeting and you can drop in anytime during the event for refreshments and more information.

TIRC Agreement Hearing: The Tax Incentive Review Council (TIRC) reviewed the agreement with H & K Chevy-Buick and recommended the Community Revitalization Area (CRA) agreement continue as is. Streicher made a motion to accept the TIRC recommendation and Armey seconded. Five yeas, motion carried.

Greensand Filter Update: The last tank has been vacuumed and the new manway door has been placed but now waiting on the company to sand blast and paint it. It could be up to three weeks from now before it will be completed and then we have to wait for the paint to cure before it can be refilled.

Pond Project: The State’s Capital Budget requests were due last week and the Mayor along with Poggemeyer Design Group put together a project request for $200,000 from the state capital budget allocation. The project would include all our wish list items for, Phase One of the Buckeye Park Project, including: repairs to the pump house mechanisms so the water level in the big pond can be maintained; an 8-foot wide walkway around the top of the pond; paved parking including handicap accessible spaces with a walkway to the Shelter House and the pond’s edge to provide barrier free access for all park patrons.

Review Board Update: Letters were hand delivered by Police Chief Hardy and Administrator Prowant on March 9th.  Now the owners of the three properties have 30 days to comply with the orders.

Next Meeting: Next meeting is Tuesday, April 12, 2022 in Council Chambers at 7 p.m. With no other business for the good of the village, council adjourned.
