
Continental Village Council met in regular session in Council Chambers on May 11, 2021 with Mayor Miller presiding. Members present were Bartley, Armey, Knipp, Streicher, Varner and Sullivan. Also, present were Mayor Miller and Fiscal Officer Darby. Visitor: None The meeting opened with the pledge of allegiance.
Council approved minutes of previous regular session meeting and the minutes for the Special Meeting held on May 4, 2021. Approve paying the bills as presented and approved the receipts since the last meeting. Then & Now Purchase Order over $3,000 -none. Management Reports presented, approved by signature.
OLD BUSINESS
Critical Infrastructure Meeting: The Putnam County Commissioners met on May 4th and agreed to support out application into the District selection.
CDBG Application: Is being written now for the water line looping the Village would like to do to help alleviate the tthm levels.
EPA Sewer Survey: The survey took place on April 29, 2021. The village will receive a final report later this month that will outline any areas that require action. Overall, the survey went well.
N. Main St. House: The fire department has completed the training they wanted to do in the house the Village owns. Once the bidders remove their items from the house we will contact the Lloyd Excavating to have the house tore down and removed. It should be mid-June.
NEW BUSINESS
Building Permits: A Permit for new siding and deck restructuring on W. Rice; a new shed at E. Maple and W. Rice for a 12×20 shed with a concrete pad were all approved. A permit for W. Rice was accepted pending verification of the materials to be used for a new fence was approved.
Water Boil Alert: This afternoon the village experienced a depressurization that was the result of a failure in the wiring that runs from the electrical panel to pump number seven in the well field. This issue resulted in a rapid drop in water pressure throughout the village due to the pump being offline. By the time the village was able to diagnose the problem, the allowable minimum pressure had been exceeded. A new line was run into the early evening to allow the plant to operate as intended. Pressure was restored by the middle of the afternoon via a temporary fix until the new line had been ran. At this time, the entire community is asked to boil their water prior to consumption. The water department was optimistic that the advisory would be lifted sometime Thursday, May 13, 2021 depending on the samples taken to the lab on Wednesday.
SCADA System: Mayor Miller commented on how this system would have helped in this water pressure issue. It wouldn’t have prevented the problem but would have likely kept us from having to issue the Boil Alert.
Park Bathrooms: The timed locks are in, but we will also have to get a deadbolt so the door can be locked for privacy before the new locks are installed.
Street Light Replacement: Miller stated there are 13 street lights in the business area and park that he would like to replace with LED lights, it will cost between $13,000-$15,000. Council motioned to do so.
Levy Renewals: Darby informed council that the Village has its first opportunity to renew three levies in November. The process begins with a resolution requesting certification of the estimated revenue generated by the levies. Council would like to proceed and had the first reading for the resolutions.
Resolution 2021-06 Requesting Certification for a 1.5 mill renewal for Current Expenses.
Resolution 2021-07 Requesting Certification for a 2.0 mill renewal for Police Protection.
Resolution 2021-08 Requesting Certification for a 2.0 mill renewal for Street Construction.
Hazard Mitigation Resolution: Accepted the second reading of the Hazard Mitigation Plan Resolution.
Ordinance for Vacating Alley: Darby passed around the plat for the vacating of the Alley between the home at 305 N. Main Street and Sparling Park. Varner moved to suspend the rules requiring three readings and Bartley seconded the motion. Resolution 2021-06 Requesting Certification for a 2.0 mill renewal for Current Expenses. Council suspended the rules and passed the Ordinance in Emergency.
Miscellaneous: Heard the Village will be scrapping the old red work truck as the frame is rusted and it isn’t safe to drive anymore. Varner asked if there is an Ordinance that prohibits someone from using a residence as a storage unit and Welch says no. Mayor Miller wanted to remind residents that while mowing your grass, make sure and blow the grass back into your yard and not onto the street or sidewalk. The grass in the street contributes to storm sewer problems and the grass on the sidewalk can be a safety issue.
