
Continental Village Council met in regular session in the Council Meeting Room on October 25, 2022 with Mayor Miller presiding. Members present were Varner, Knipp, Armey, Bartley and Sullivan. Mayor Miller, Solicitor Welch, Admin. Prowant and Fiscal Officer Darby were also present. Absent: Jordan Streicher. Visitors: None. The meeting opened with the pledge of allegiance.
Varner made a motion and Bartley seconded to approve the minutes of previous meeting. Five yeas, motion carried. Darby asked for permission to correct a typographic error in the minutes of the meeting held August 23, 2022. She had not updated the date of the next meeting. Bartley made a motion to correct the typo and Armey seconded the motion. Five yeas, motion carried. Armey made a motion to pay the bills and Knipp seconded to approve bills. Five yeas, motion carried. Receipt listing reviewed and Varner made a motion to approve and second by Bartley. Five yeas, motion carried. Then & Now Purchase Orders over $3000: None.
Building Permit: None
Lot Split: The Village received a request to split inlot 673 and create inlot numbers 691, 692 and 693. Welch reviewed and approved the paperwork and then council reviewed the maps and verified that utility easements were included and compared the attached map to the Village maps and the GIS website from the Putnam County GIS. Varner moved to allow the Mayor to sign on behalf of the Village and Bartley seconded. Five yeas, motion carried.
Maintenance Update: Sidney Electric is installing the Phase three service and pumps at the Ash Street lift station this week. Leis completed a webinar last week and Okuley is almost completed with his water license classes.
First Street Waterline Replacement: The Mayor received word that our CDBG project for the waterline replacement is in process of being bid out. The completion end date for the project is July of 2023.
Paving Update: We have not received word on when or if the paving project will be started yet this year. Mayor Miller checked with the County Engineer to see when County Road E-16 will be paved and they also do not have a start date. The County Road remains closed at Road 19 after a tile replacement.
Audit Update: The auditors were back in the office reviewing more documents last week. The audit report will not be complete until sometime in November.
Well # 7 Update: The maintenance guys noticed some fluctuation in pressure last week and went out to check the well site. Well 7 is running at half capacity and has been shut down and Moody’s of Dayton will be coming in to assess the situation.
Generator: The generator is fully operational now. To meet one of the EPA standards, the generator will be tested at fully capacity once a month so we are prepared in case of a power outage.
Review Board Update: The house on South Fifth Street has been demolished and is in process of cleaning off the lot. The home on North Seventh Street has received many bids and hopefully will be sold soon. The Rice Street homeowner has not shared the contractor’s information with the village yet and the Mayor is going to request that the Review Board hire a contractor to get an idea of how much it will cost to repair the foundation. The property on Fourth Street has still not been cleared and leveled and Welch will be drafting a letter for the property owner.
Executive Session: Bartley made a motion to enter executive session to discuss pending litigation and Sullivan seconded the motion. Roll call vote: Knipp – yea; Varner – yea; Bartley – yea; Armey – yea; Sullivan – yea; Streicher – Absent. Five yeas, motion carried.
Bartley moved to come out of Executive Session with no action taken and Sullivan seconded the motion. Five yeas, motion carried.
Reminders: Trick or Treat is this Thursday, October 27 from 5 to 6:30 p.m. with the costume judging by the Lions Club at the high school gym at 7 p.m. If you want to be visited by Trick or Treaters, make sure your porch light is on. Election Day is Tuesday, November 8 and you are encouraged to get out and vote!
With no other business for the good of the Village, Bartley moved to adjourn and Armey seconded. Five yeas, motion carried.
