
Continental Village Council met in regular session in the Council Meeting Room on September 27, 2022 with Mayor Miller presiding. Members present were Varner, Knipp, Armey, Streicher and Sullivan. Mayor Miller, Solicitor Welch, Admin. Prowant and Fiscal Officer Darby were also present. Absent: Todd Bartley. Visitors: None. The meeting opened with the pledge of allegiance.
Varner made a motion and Streicher seconded to approve the minutes of previous meeting. Five yeas, motion carried. Armey made a motion to pay the bills and Knipp seconded to approve bills. Five yeas, motion carried. Receipt listing reviewed and Armey made a motion to approve and second by Streicher. Five yeas, motion carried. Then & Now Purchase Orders over $3000: None.
OLD BUSINESS:
Fall Festival Review: The Fall Festival went well with lots of people in attendance. There was an incident after the Car Show which has been addressed by The Sons of the American Legion. Mayor Miller thanked all the volunteers who worked hard to bring the community together. He also had special thanks to Barry Froelich of Highland Center Electric for repairing the street lights and four-way flasher prior to the Festival and to Mike Weller of Weller Electric for his help in getting one of the decorative poles installed and operational.
Building Permit: A resident at 204 N. 7th Street asked for a permit to put on a new roof. Armey moved to approve and Streicher seconded the motion. Five yeas, motion carried.
Audit Update: The onsite portion of the audit has been completed but testing of the procedures and transactions are ongoing with many records requested.
Street Sweeping: Perfect Sweep from Toledo swept the street prior to the Fall Festival. The invoice was for $750. Mayor would like to have the street swept again and maybe a side street or two to help the catch basin cause. Police Chief Hardy will contact the Village of Ottawa about how much they would charge to do it and what their schedule is like.
Water Clarity Complaint: There was a recent complaint about discolored water made. The maintenance men found that the resident lives at the end of a line and the waterline does not get refreshed as often because there is not heavy water usage in the area. They flushed the line through a hose into a catch basin to improve the clarity. They will go monthly and read the meter before and after they flush again. This is a temporary solution. They will be getting an estimate to replace the waterline and loop it into another line and install a hydrant for routine flushing.
Record’s Commission: The Records Commission met on September 20th to review procedures and to review the completed Records Retention Schedule. They moved to recommend to Council to approve the Schedule and send it to Columbus. After Council reviewed the Schedule, Varner moved to approve the schedule and submit it to the Ohio History Connection and Streicher seconded the motion. Five yeas, motion carried.
Review Board Update: The home on North 7th Street has been assessed by Medicaid and has been listed with a realtor and will probably be sold soon. The property on West Oak that was purchased by Habitat for Humanity has a build date of next summer and will soon be taking application for a partner. The Rice Street homeowner has an opinion on the foundation repair but has not shared it with the Review Board yet. The home on Fifth Street is scheduled to be demolished next month. The home on First Street that was destroyed by fire is still waiting on the insurance check, the insurance company called the village today and said they were putting it in the mail.
Executive Session: Streicher made a motion to enter executive session to discuss pending litigation and Sullivan seconded the motion. Roll call vote: Knipp – yea; Varner – yea; Bartley – Absent; Armey – yea; Sullivan – yea; Streicher – yea. Five yeas, motion carried.
Varner moved to come out of Executive Session with no action taken and Armey seconded the motion. Five yeas, motion carried.
Streicher moved to contact outside counsel about pending appeal litigation. Sullivan seconded the motion. 5 yeas, motion carried.
With no other business for the good of the Village, Varner moved to adjourn and Armey seconded. Five yeas, motion carried.
