Continental Village Council Meeting – November 12

Continental Village Council met in regular session on November 12, 2019 with Council President Streicher presiding. Members present were Bartley, Varner, Knipp, Streicher, Sullivan and Armey. Also present were Administrator Prowant, Solicitor Welch (entered late), Police Chief Hardy, Maintenance employee Thompson and Fiscal Officer Darby. Absent was Mayor Miller. Visitors: None. Meeting opened with the Pledge of Allegiance.

The minutes of previous meeting, bills and receipts since the last meeting were approved. (Solicitor Welch entered the meeting) Management Reports presented and approved by signature.

OLD BUSINESS:
Water Rate Ordinance: Council approved the third reading of Ordinance 2019-701 Setting Water Rates.

Sewer Rate Ordinance: Council approved the third reading of Ordinance 2019-702 Setting Sewer Rates.

Wage Reviews: Discussion held on Cost of Living increase versus Employee Reviews. Council approved setting the first meeting in December of each year for Employee Reviews for part & full time employees with pay increases effective the first full pay period of the new year. Darby will contact Clemens & Nelson to get this included in the Policy manual before the final read of the Ordinance approving the Personnel Policy & Procedure manual.

OPWC- Water Tower project received preliminary approval at the District level to have the project submitted to Small Governments at the state level. A second meeting will be held on November 18 to finalize scoring for all the projects seeking funding. Mayor Miller will be attending this meeting.

Maintenance Department: Thompson reported that the big snowplow was having problems with the hydraulic pump that raises and lowers the plow so it was taken in for repair. The vactor truck is now running after replacing three batteries but they are still having problems getting the vactoring portion of the truck working.

NEW BUSINESS:
Building Permits:
Resident at N. Sixth Street wanted a permit to reside their home. Council approved the permit.

Water Leaks: Prowant presented two requests for reduction on sewer from residents who found water leaks after they received their bill. She recommends the resident at the trailer court receive $60 off sewer and the resident on Lakeland Drive receive $40 off sewer. Council approved.

Plowing Contract: Council reviewed the plowing contract with the trailer court owners. The charge per pass has remained the same for many years and there is not an additional charge if the Village puts salt down. Council approved an increase to $50/pass and if the Village puts salt down in the whole trailer court (not just at the stop sign) then they will be charged at the current rate per pound for salt times 100 pounds.

HRA Change: Darby explained that the current third party administrator for the Village’s HRA will no longer cover entities with less than 25 employees so she got quotes from two companies. She explained that Wage Works was confusing with all the choices available and she would rather go with FlexBank, which was recommended to her by Fortman Insurance (the Village’s agent). Council approved.

Council held a short Executive Session to discuss pending court action. Council returned to regular session with no action taken.

Last meeting of the year, scheduled for December 24 is rescheduled to Thursday, December 26.

The next council meeting to be held on Tuesday, November 26 at 7 p.m.
