
Continental Village Council met in regular session on February 13, 2024 with Mayor Miller presiding. Members present were Smith, Armey, Streicher, Williamson and Sullivan. Also, present were Mayor Miller, Administrator Prowant, Solicitor Welch and Fiscal Officer Darby. Councilmen Varner & Streicher were absent. Visitors: Jennifer Momenee and Toby Sullivan. The meeting opened with the pledge of allegiance.
Armey made a motion and Smith seconded to approve minutes of previous meeting, four yeas, motion carried. Armey made a motion to pay all the bills and Smith seconded, four yeas, motion carried. Smith made a motion and Armey seconded to approve the receipts since the last meeting, four yeas, motion carried. Then & Now Purchase Orders over $3,000: UIS for the SCADA Agreement, $3197. Management Reports presented, approved by signature.
Old Business
PUCO Application: PUCO has received our application and it typically takes 30 days to approve. Once it is approved, Aspen Energy will start looking for good rates for the Village to consider for the Aggregation. Mayor Miller asked for the authority for he and the Infrastructure to enter into agreement with a supplier should a good rate come in between meetings. Armey moved to allow the Mayor & Infrastructure Committee to enter into agreement with a supplier within 24 hours of receiving the quote in lieu of calling a special meeting. Williamson seconded the motion. Four yeas, motion carried.
Capital Budget Project: Our project for Buckeye Park was selected by Representative Roy Klopfenstein to receive funding from the Capital Budget. The Ohio Senate has not met yet.
Textmygov Update: The Village’s texting software went live earlier this month. There are currently 25-30 people signed up. Residents are encouraged to get signed up to stay informed on various alerts from the Village, including road closures, water pressure issues, boil alerts, etc. Text CONTINENTALWATER to 91896 to begin receiving alerts.
New Business:
Building Permits: None
IamGIS Contract: Mayor Miller asked for permission to sign the contract for our GIS mapping for $2625 per year. Sullivan moved to allow and Smith seconded. 4 yeas motion carried.
Maintenance Department: Trevor Leis gave council some quotes for a new mini excavator and trailer for $75,900 for the excavator and $ 8750. For a trailer to haul it on, for a total of $84,650. This amount can be divided between the General Fund, Street Fund, Water & Sewer Funds. They would have to ability to do their own digging instead of calling a contractor to do it on smaller jobs. He was advised to get another quote since it exceeds the maximum quote of $75,000.
Trevor also had a quote for some street paving in areas of the Village where the base of the road is gone and discussed the possibility of doing some chip and seal to prolong the life of some of the better roads within the corporation. Williamson asked if the paving quote included berming? They will call to verify.
Other upcoming work includes getting the Clearwell inspected & cleaned and replacing the aerator at the Water Plant,
Building Permit Calendar: Armey asked if the Village is verifying that the work stated in the Building Permit is being completed and if not notifying the resident to get an extension to complete it. The Administrator and Mayor will look into this.
The next meeting will be February 27, 2024 at 7 pm in Council chambers.
