
Continental Village Council met in regular session on May 27, 2025 with Council President Streicher officiating. Members present were: Varner, Smith, Williamson, Armey, Sullivan, & Streicher. Also, present were Administrator Leis, Fiscal Officer Darby, Assistant Fiscal Officer Troyer, Chief Weller. and Parliamentarian Welch. The meeting opened with the pledge of allegiance.
Minutes: Varner moved to accept the minutes from the 05/13/2025 council meeting and Smith seconded. Four yeas, motion carried.
Bills: Smith motioned to approve the payments and Armey seconded. Four yeas, motion carried.
Then & Now PO Over $3000: None
Receipts: Varner made a motion to approve and Williamson seconded. Four yeas, motion carried.
OLD BUSINESS
Livestock/Chickens: The Zoning Committee will meet and put together a list of what they would like to see in the Ordinance and bring back to Parliamentarian Welch to draft an Ordinance.
Councilman Sullivan enters.
Lakeland Project: Susan contact Neil about engineering cost and he hoped to have that together yet this week so the project can go out to bid next week.
NEW BUSINESS
Alley Water Main Break on 5/24/2025: Admin Leis reported that having going from one main water break leak in to two small leaks, they managed to get everything fix all awhile keeping pressure in the main line so not to require any boil alerts.

Survey Plat: Council was asked to permit the mayor to sign a survey plat dividing an inlot into two separate parcels for potential future development. A motion to approve was given by Smith and seconded by Sullivan. Five yeas, motion carried.
Building Permits: A stick framed three season room addition located at 402 S. 7th St. Varner motion to approve the permit and motion was seconded by Smith. 5 yeas, motion carried. A pre-constructed 7×13 shed to be moved at least 15ft from alley located at 307 S. Main St. Varner made a motion to approve pending the shed is moved according to the Zoning protocols and Sullivan seconded. 5 yeas, motion carried. A 17×81 cement pad to be poured at 105 N. 4th St. to able owner to replace current mobile home with a new model. After verification that measurements met the requirements of the Ordinance in place, Varner made a motion to approve the building permit. The motion was seconded by Sullivan. Five yeas, motion carried.
CCR: Admin Leis stated that he spoke with Jennette earlier today and she will be sending the report this week.
Vendor Updates: Troyer updated Council that she had not been receiving invoices from Clemans Nelson for the retainer fees and therefore thought we no longer had them on retainer. However, she received a notice in the mail stating that we were 5 months in arears and needed to get payments caught up. Discussion took place and Troyer will get with Mayor Miller to decide the next steps to take with Clemans Nelsons. Troyer also informed council that the PO went out for the new aerator however, instead of HP Thompson the PO and checks will be made to Kurita.
RITA: Assistant Fiscal Officer Troyer informed council of a report she received from RITA stating that their admin cost they charge us went down. We currently have 3.5% Admin cost being held and Troyer suggest possibly lowering that as well. A motion to lower the admin cost from 3.5% to 3% was made by Smith and seconded by Armey. Five yeas, motion carried.
Levy Renewal: Assistant Fiscal Officer Troyer received back the Certificate of Estimated Property Tax Revenue. The renewal of the 2.0 mill Current Expenses is calculated to yield $40 for each $100,000 of appraised value. Council decided to complete three reads to allow for public comment. First reading of Resolution 8-2025 Declaring it Necessary to Levy a Tax in Excess of the Ten Mill Limitation for the benefit of the Village of Continental for the purpose of Current Expenses of the Village – ORC 5705.19(A) at the rate not exceeding 2.0 mills (two mills) for each one dollar of valuation ($1.00), which amounts to $40.00 (forty dollars) for each $100,000 (one hundred thousand dollars) of valuation for five years as follows: 2026, 2027, 2028, 2029, 2030 tax years. This levy is a renewal of an existing 2.0 mil, commencing in 2026, first due in calendar year 2027 and which levy is a renewal of an existing levy of 2.0 mills, and based on the Putnam County Auditor’s Certification will generate $29,000.00 annually.
Varner made a motion to approve and Smith seconded the motion. Roll call vote: Varner – Yea; Smith – Yea; Williamson – Yea; Armey – Yea; Sullivan – Yea; Streicher – Abstain. Five yeas, motion carried.
Bulk Water Ordinance: Leis drafted an Ordinance for the purchasing of bulk water as well as an application. Nothing has been set in place for this and we have many businesses that utilize this. Welch asked that Leis forward a copy to him and Welch will review and make any updates needed to make it a binding ordinance. A motion to approve the Ordinance (pending the review/updates of Welch) was made by Varner and seconded by Sullivan. Five yeas, motion carried.
Flag Pole: Leis had gotten a quote to get the flag pole that is located in front of the Town Hall replaced. He provided a quote of approximately $2000 from Flag City Flagpoles & Flag for a 25’x4” pole to be installed. A motion to proceed was made by Sullivan and seconded by Varner. 5 yeas, motion carried.
A reminder that four of the council members terms are up the end of this year. If you are planning on running again, please remember to get to the Board of Elections get your documents filed for re-election.
Also, it was agreed that only one meeting will be held in June this year. It will take place on Tuesday, June 24 at 7pm.
With no other business for the good of the village, Varner made a motion to adjourn and Armey seconded. Five yeas, motion carried.
