Continental Village Council Met on April 14, 2026

Continental Village Council met in regular session on April 14, 2026 with Mayor Miller officiating. Members present were: Rau, Smith, LaRue, Armey, Sullivan, & Keck. Also present were Administrator Leis & Fiscal Officer Troyer. Absent Parliamentarian Welch, Fiscal Officer Troyer & Chief Weller. Visitors: Jeff Vance, Jeanie Tegenkamp & Derrick McDougle. The meeting opened with the pledge of allegiance.

Management Reports: Management reports were circulated and approved by signatures.

03/24/26 Minutes: Armey motioned to approve & Rau seconded. Six yeas, motion carried.

Bills: Smith motioned to approve & Sullivan seconded. Six yeas, motion carried.

Then & Now PO Over $3000: None

Receipts: Smith motioned to approve & Keck seconded. Six yeas, motion carried.

Building Permits: Renewal of permit at 206 E. Elm St. for the construction of a fence, garage, porch enclosure & remodeled shed. A motion from Armey to approve the renewal was seconded by Smith. LaRue abstained. Five yeas, motion carried.

The permit for the construction of a pole barn located at 5054 SR 634 was tabled till Zoning meets to grant a variance. Zoning will potentially meet at 7:15pm on April 21st.

Hazard Mitigation Plan: Every five years we must adopt a Resolution in order to be eligible for FEMA aide should a hazard, such as a train wreck, should happen. A motion to suspend the rules for three reads to pass legislation was made by Smith and seconded by LaRue. Roll call: Rau – Yea; Smith – Yea; LaRue – Yea; Armey – Yea; Sullivan – Yea; Keck – Yea. Six yeas, motion carried. A motion to approve the resolution to Adopt the Putnam County 2026 Hazard Mitigation Plan was made by Rau and seconded by Sullivan. Roll call: Rau – Yea; Smith – Yea; LaRue – Yea; Armey – Yea; Sullivan – Yea; Keck – Yea. Six yeas, motion carried.

Electric Aggregation Update: The original deadline was last week but it has been extended so nothing has been locked in yet. Currently it’s been at around 10 ½ – 11.

Firetruck Update: Documentation was passed around that contained the information on the new Rosenbauer Fire Truck from United Fire that Fire Chief Dean Williamson along with his committee, consisting of the Captains and Lieutenants, have specked out to be built and painted with the Continental yellow for the price of $909,551. The hope is to be ready in mid to late 2027. Mayor Miller informed council that Chief Williamson is hoping to put down between $50K-$100K and financing the remaining. With the final payment on the fire department building being in January, 2027 this will free up those monies to go towards the fire truck payment along with the money from the levy that passed in the fall of 2025. A motion to approve the fire department ear marking this truck & officially labeling it for the Village of Continental Fire Department was made by LaRue and seconded by Keck. Sullivan Abstained. Five yeas, motion carried.

Big Boy: For the celebration of the 250th year of the USA, Big Boy, the world’s largest steam engine, may be making a 20-30 minutes stop in Continental on June 7th. As news continues to come in, Chief Weller and Mayor Miller will keep in contact with local businesses and the community so that all know who, what and where to expect when the day comes.

Renewal of Retail Liquor Permit: A list of current Class C & Class D Liquor Permits that expire on June 1, 2026 was presented to council. If council so wishes, they can register a valid objection with the Division of Liquor Control to request a hearing to discuss their issue with the establishment having a liquor permit. Council determined that there were no objections, so no action needed to be made.

H & K Chevy-Buick, Inc. – CRA Agreement: The Village received notification from Putnam County CIC that it was recommended by the TIRC Board to have the H & K agreement to continue as is. Smith made a motion to accept the recommendation and Sullivan seconded the motion. Six yeas, motion carried.

Survey: Habitat for Humanities contacted Mayor Miller to give the heads up that in the Spring of 2027 they will be starting the projects for the land purchased at Maple & West Elm. Part of that deal when they purchased that land was that the village would develop the 2nd St. right of way off Maple.

Infrastructure Committee: The Infrastructure Committee will meet at 6:30pm on April 21st to discuss lighting on Main Street.

Lakeland Update: There is an area where grass needs to be replanted from where equipment had been parked on residents’ lawns as well as some dirt brought in to fill in some low spots by curbs and around hydrant after the dirt has settled.

A motion to go into executive session for confidential business information of applicant for economic development was made by Smith and seconded by LaRue. Roll call: Rau – Yea; Smith – Yea; LaRue – Yea; Armey – Yea; Sullivan – Yea; Keck – Yea. Six yeas, motion carried. A motion to come out of executive session was made by Smith and seconded by LaRue. Six yeas, motion carried. Let the record show, no action was taken.

A few brief discussions took place on clean-up day in Continental and concerns about the siren and light poles on main street. No official decisions were made at this time.

With no other business for the good of the village, Sullivan made a motion to adjourn and LaRue seconded. Six yeas, motion carried.

Next meeting will be on Tuesday, April 28, 2026 at 7:00PM.
