
Continental Village Council met in regular session on May 13, 2025 with Mayor Miller officiating. Members present were: Armey, Sullivan, Smith & Streicher. Absent: Varner, Williamson and Assistant Fiscal Officer Troyer. Present were Mayor Miller, Administrator Leis, Fiscal Officer Darby and Chief Weller. Visitors: Putnam County Judge Schierloh and reporter KC Allen from the Putnam County Sentinel. The meeting opened with the pledge of allegiance.
Minutes: Streicher moved to accept the minutes from the 04/22/2025 council meeting and Allen seconded. Four yeas, motion carried.
Bills: Armey motioned to approve the payments and Streicher seconded. Four yeas, motion carried.
Then & Now PO Over $3000: None
Receipts: Smith made a motion to approve and Streicher seconded. Four yeas, motion carried.
Management Reports: Management reports were circulated and approved by signatures.
Mayor Miller congratulated the Girls Varsity Softball team on clinching the PCL title tonight.
Building Permits: M3K3 Properties are requesting an extension on the three building permits issued in 2024 for improvements to commercial building on Main Street. Motion to approve the renewal was made by Armey and motion was seconded by Sullivan. Four yeas, motion carried.
105 N. Fourth St. asked for a building permit for a 17’x81’ cement pad, was tabled for more information. New home building permit was submitted for lots 636 & 637 on Cardinal Lane. Streicher moved to approve and Smith seconded, 4 yeas, motion carried.
Mayor Miller invited Judge Schierloh to address council. Judge stated he was just there to visit and make himself available to council if needed.
OLD BUSINESS
Chicken Ordinance Update: Chief Weller did a survey of the area municipalities to see how they restrict the ownership of chicken. In Putnam County, the villages that do restrict the number of chickens, restrict the number to six. Chief also found an ordinance from the City of Kent, Ohio that had more zoning type of restriction on the placement and size of the coop and run and a permit process. Discussion held on Kalida’s ordinance which allows an exemption on the number of chickens kept for a 4-H project. The resident would have to agree that the chickens over the limit will be sold at the fair each year. Trevor Leis stated that per state law the minimum number of chickens you can purchase at a time is three. Welch suggested tabling the issue until the next meeting to allow him to create a rough draft.
Contract with JJC for services: JJC has provided a contract for services to create the CCR (Consumer Confidence Report) for this year. The contract is for $4,000. Trevor Leis stated he has been in contact with JJC and he has expressed interest in work with her to learn how to create the CCR after this. Streicher made a motion to enter into contract and Smith seconded, 4 yeas, motion carried.
Lakeland Project: Mayor Miller presented a quote from Poggemeyer Design Group to update the Lakeland Project to include new waterlines. The cost of this will be an additional up to $18,000. We need to get updated plans so the entire project can go out to bid soon. Smith made a motion to enter into contract with Poggemeyer to update the project and Streicher seconded, 4 yeas, motion carried.
Peddler Permit: A short discussion was held on our peddler permit process and maybe getting ideas on how other villages handle food truck permits.
Delinquent Water Bill Report: Troyer sent a spreadsheet for council’s review of the current delinquent bills and the total amount outstanding.
Resolution requesting certification from the Auditor: Darby stated that typically we pass this in emergency instead of three reads so Council can get the amount of revenue quickly to make the decision to proceed with the renewal of a Levy. Streicher made a motion to suspend the rules and Armey seconded. Roll call vote: Armey – Yea; Sullivan – Yea; Streicher – yeas, and Smith –Yea. Varner & Williamson– Absent. Four yeas, motion carried. Smith moved to approve the resolution as presented and Sullivan seconded. Roll call vote: Armey – Yea; Sullivan – Yea; Streicher – yeas, and Smith –Yea. Varner & Williamson– Absent. Four yeas, motion carried.
Council will consolidate the two meetings in June into one meeting on June 24th.
Maintenance Update: Leis would like to come up with an ordinance regulating bulk water purchases and an ordinance allowing sewer dumping. Council asked him to come with some guide lines for the next meeting. Leis also presented the quotes for road paving from Wards and Jennite. For Sixth Street patches: Jennite quote for 4” depth $60,345; Wards quote for 2” depth for $14,400. First Street from W. Rice to W. Elm Street: Jennite quote for 4” depth for $77,880 and Wards quote for 8” depth for $104.900. Leis would like to accept the Jennite quote for First Street with the option to accept Ward’s Sixth St. patches quote and Jennite quote for S. First St., if the money is available. Sullivan made a motion to proceed with N. First St and Armey seconded, 4 yeas, motion carried. Leis also reported a water hydrant on S. Main and Sugar was repaired and he plans to start on the Park Street hydrant in the coming weeks.
Update from Chief Weller: Chief Weller updated the council on the April Police Activity Totals.
With no other business for the good of the village, Armey made a motion to adjourn and Streicher seconded. Four yeas, motion carried.
