Continental’s July 10th Village Council Meeting

– Council approved a building permit for a new home at 103 S. First St.

– Lee Rausch & Michelle Hister from Poggemeyer Design Group were present to discuss funding for the new water tower. The estimated cost of the project is $1,540,000. Poggemeyer has applied for grants on behalf of the Village with DEFA and OPWC, we are rated above what last year’s recipients scored so it is promising. If we don’t receive a grant from OPWC we can apply for a Small Government Grant. Continental is considered a “Disadvantaged Community” based on the median income which qualifies the Village for 0% loans but we would rather get grants if possible.
Rausch also updated Council on the Neighborhood Revitalization Grant: some of the bids still have come in too high. In total we are $9,000 over the grant. If we can get volunteer labor to remove the Gazebo and the wooden play set, that would save us about $6000, but we will still be $3000 over. Darby asked if the Village could utilize some of the Permissive License Tax money for the paving of the streets and re-allocate money to the projects that are over budget. Rausch will check into this.

– ODOT will be in to finish up in a week or so. They are checking on the Handicap ramps to see if they are ADA approved. They are also reconfiguring the parking spaces for Handicap parking. Rausch suggested putting the handicap parking on the side streets so someone doesn’t have to get out of their vehicle into traffic.

– Ron Harter wanted to know the status of the Alley Vacating for his mother’s property. The Engineer’s office has to approve the legal description of the property and then the other land owner will have to sign off on the deed. All of this is to prevent issues down the road if a title search has to be done.

– Concrete pad for the generator we hopefully be poured in the next week or so, along with the floor in the lean-to at the garage and an pad on the north side of the EMS building which was added to the project after the last meeting. The Generator should be arriving shortly. Some of the equipment for the Potassium Promanganate system has arrived.

– Council reviewed and approved the budget for 2019.

– Darby updated council on the progress with closing the savings account, the account has gone dormant and we have to go through the proper channels to reactivate it and then close it. She was on vacation and now the bank manager is on vacation so she has an appointment with him next Tuesday.

– She will file the Brown annexation tomorrow and then file it with the Secretary of State’s office after that.

– Darby attended the Putnam County Safety Council meeting on June 27th. She was able to make contact with Doug Kaple of BWC about the Village’s application for the Safety Grant. He will be meeting with her and the Mayor next week to review and update the application if needed. The Council meeting will have different speakers and when the agenda comes out for each meeting, maybe other people could benefit from attending also.

– The Village received a Rebate check from the BWC for the 2016 payments of $4512, which is a 85% rebate. They encourage businesses to put that money toward safety for their employees. The village will use it as its portion of the proposed safety grant.

– Some sprucing up around the pond area is ongoing with some painting and weed trimming. The Electricity will be installed prior to the Lions Club Fishing Derby on July 29th.

– Mayor suggested council think about amending the Tap Fee ordinance. When we have to hire J & M Excavating to dig a deep tap, it costs the Village more than the current tap fee.

– Police Chief Hardy informed council that he has applied for a MARCS grant through the Putnam County Sheriff’s Office for new radios. Currently, the police department has one working radio. The cost of the radios is $13,770 with our share if approved being $2754.

– Council went into a 10 minute Executive Session to discuss pending litigation. No action was taken.

– Meeting adjourned.
