
Continental Village Council met in regular session on January 10, 2023 with Mayor Miller presiding. Members present were Varner, Bartley, Armey, Streicher and Sullivan. Also, present were Mayor Miller, Administrator Prowant and Fiscal Officer Darby. Councilmen Knipp and Solicitor Welch were absent. Visitors: Jennifer Momenee. The meeting opened with the pledge of allegiance.
Mayor Miller thanked current Council President Streicher for his time in office and opened the floor for nominations for Council President. Bartley nominated Mr. Streicher for the position for the next year, Armey seconded the nomination. Hearing no other nominations Miller closed the nominations and with a vote of four and one abstain motion carried.
Varner made a motion and Streicher seconded to approve minutes of previous meeting, five yeas, motion carried. Darby presented an extra invoice for Eastman-Smith for outside counsel work for $3363. Streicher made a motion to pay all the bills and Bartley seconded, five yeas, motion carried. Varner made a motion and Bartley seconded to approve the receipts since the last meeting, five yeas, motion carried. Then & Now Purchase Orders over $3,000: TextMyGov for $3000, Multiple Pos totaling $5243.85 for JPS and Eastman-Smith for outside counsel for $3363. Management Reports presented, approved by signature.
Old Business
Fire Update: The fire inspector has been in and has been in contact with the insurance company for the building. ServiceMaster is here cleaning the Post Office.
First Street Waterline Replacement: The contract books between the Village and
Hohenbrink Excavating will be delivered to the Commissioner’s office tomorrow. Welch missed a signature line and has been out-of-town. The Preconstruction meeting is scheduled for next Thursday, Jan. 19.
Texting Service: The Mayor and Administrator will be doing some training on the service tomorrow. Mayor Miller has been in contact with the individual that created our website to have a widget installed for the texting service. Miller would like to make it a priority to update the website this year.
Fire Damage Fund: Administrator Prowant has contacted the homeowner’s family for the First Street fire damaged home that was demolished. She relayed the information to them about leveling out the ground prior to receiving the money being held in escrow. They plan to level and plant grass in the Spring.
New Business:
2023 Committees: Council reviewed the committee assignments from 2022 and were asked if they wanted to change committees and they were satisfied with them. Varner moved to accept the Committee nominations and Sullivan seconded. Five yeas, motion carried.
Maintenance Department: The Ash Street Lift Station upgrade is in progress. Last week, one of the pumps at the Lift Station went bad and they had to replace it with a rebuilt pump on the shelf. We had hoped to be able to sell that pump as it is one-phase and the new pumps are three-phase. They will check to see if it is big enough to be used at Lakeland and if not, it will be cleaned up and sold. The LED lighting upgrade will begin at the fire station tomorrow and hopefully at the maintenance building by Friday.
Transfer: Darby asked for permission to transfer $22,472.75 from the General Fund to the Fire Department Debt Service Fund to make the payment on the Fire Station loan. Streicher made a motion to make the transfer and Bartley seconded the motion. Five yeas, motion carried. Bartley made a motion to pay the loan payment and Armey seconded the motion. Five yeas, motion carried.
Sewer Reduction Request: A resident at 400 W. Ash St. had a leak which is now fixed and they requested a reduction on their sewer to an average bill. Clerk Prowant suggested reducing the sewer portion by $150. Armey motion to accept the recommendation and Streicher seconded. Five yeas, motion carried.
The next meeting will be January 24, 2023 and will include the State of the Village report. Miller also hopes to update council on the progress at the Solar Field, a new contract with the JJC, a quote for the in-car camera for the Tahoe and an update to the Review Board Ordinance. There is a Review Board meeting on Tuesday, January 17th to discuss the handicap ramp at the Locker Room Bar entrance.
Bartley made a motion to adjourn with no further business; Armey seconded it. Five yeas. Meeting adjourned.
