January 2023 Continental Board of Education Meeting

The organizational meeting for the Continental School Board was held at 5:30 p.m. on January 10, 2023 in the
administrative office with the regular monthly meeting following. The meeting was called to order by the “president
pro-tem” Brian Donaldson, who opened the meeting with the Pledge of Allegiance.
Dean Bidlack was re-elected as board president; Robin Etter was re-elected as vice president. Board meeting dates
will be held on the third Wednesday of each month with meetings beginning at 6:00 p.m. in the administrative office
boardroom. Mr. Kissell was reappointed as purchasing agent and authorized to employ temporary personnel. Lynn
Smith was appointed as Legislative Liaison to OSBA and Brian Donaldson was appointed as Student Achievement
Liaison. It was approved to dispense with the reading of the “minutes” of the previous meeting.
Authorized the treasurer to invest inactive funds. Appointed legal counsel with Ennis Britton Company, L.P.A. for
calendar year 2023 in accordance with ORC 3313.203. Established the Board Service fund in an amount of $5,000.
Authorized the treasurer to pay bills. Authorized the board president and treasurer to make advance draws on
February and August tax settlements. Appointed Danny Kissell as the ADA Coordinator. Authorized the superintendent and treasurer to attend professional meetings. Authorized the president and treasurer to borrow money, if needed.
Authorized the superintendent and treasurer to enter into and/or accept/participate in Federal, State, or local grants or agreements and authorized the Treasurer to appropriate funds for the grants awarded. Authorized the Treasurer to file requests for amendments of the Certificate of Estimated Resources with the Putnam County Auditor as information becomes available to the Treasurer to warrant such a filing. Authorized the superintendent or treasurer to accept all donations to the school district on behalf of the Board of Education. Authorized the treasurer to make fund to fund advances, advance returns, transfers, and appropriation changes as needed throughout the year with Board ratification as part of the financial reports at the next meeting. Authorized the superintendent to send school
employees to professional meetings within the amount of appropriations. Authorized copy cost of 10 cents per sheet
for requests of public documents. Approved expending funds to purchase coffee, meals, refreshments or other
amenities for professional development/meetings, staff recognition and service awards, and items for bereavement as a means to promote public health, safety, morals, general welfare, security, prosperity and contentment of all
participants to further a public purpose pursuant to Auditor of State Bulletin.

Buildings/Grounds: Robin Etter, Brian Donaldson
Audit Finance: Larry Kaiser, Tim Eding, Danny Kissell, Katie Clementz
Strategic Planning: Lynn Smith, Tracy Potts, Danny Kissell
TIRC (Tax Incentive Review Council): Katie Clementz, Danny Kissell, Larry Kaiser
Negotiations: Dean Bidlack, Robin Etter
Sexual Harassment: Tracy Potts, Tim Eding (Each building principal is the sexual Harassment grievance officer for that building).
District Records: Danny Kissell, Larry Kaiser, Dean Bidlack, (Required to be Supt, Treas, & Board President)

The Organization meeting concluded at 5:43 p.m. The Regular meeting began immediately after.

Hearing of the Public:
The following Students of the Month were in attendance with their families and recognized:
Jaxon Morgan, Grade 1; Lily Ordway, Grade 3; and Madison Rayle, senior.

Mrs. Tracy Potts, Elementary Principal, reported:
•Second round of DIBELS testing is complete.
•Field placements this semester are:
Ruth Wenzinger, kindergarten student teacher for Mrs. Stallkamp;
Mallery Cardarelli, kindergarten student teacher for Mrs. Geckle; and
Kiera Bohn, first year experience for 4th/5th grade teachers Mrs. Schmiedebusch and Mrs. Roney.
•Kindergarten registration for 2023-2024 school year is in progress. With our current kinderstart students and
preschool numbers, it look like we will have over 45-50 kindergarten students next school year.
•Upcoming events:
Jan 16 NO SCHOOL, Martin Luther King Day
Jan 27 Winning House Field Trip to Ottawa YMCA
Feb 4 All A’s Night
Feb 10 Mid Term

Mr. Tim Eding, JH/HS Principal, reported:
•2nd quarter/first semester report cards should be released in the next day or so via Parent Access in
Progressbook. We will send out an alert when they have been published.
•Mrs. McIntyre is hosting a College Credit Plus meeting tomorrow (Wednesday, January 11th) at 6:00 p.m. in
the library for students and parents interested i participating in the CC+ program for the 2023-2024 school
year.
•We are taking approximately 150 students on the 2nd quarter reward outing on Friday, January 20th to
The Cube in Findlay for ice skating. These students qualified for the trip by meeting attendance, grade,
and discipline requirements during the 2nd quarter.
•Homecoming festivities are being planned by the Student Council and NHS. The dance will be on Friday,
January 27 from 7:00-10:00 p.m. in the auditorium and the homecoming game will be the next night vs.
Columbus Grove.
•Sophomore Visitation Day at Vantage is scheduled for the afternoon of February 3rd. Vantage was here last
week to meet with our sophomores, go over their programs, and register them for the event on February 3rd.
•All A’s recognition will take place during the halftime of the JV Boys Basketball game on Saturday,
February 4th.

Treasurer’s Report:
The Board:
•Approved the FY 2023 Alternative Tax Budget as required by the Putnam County Auditor.
Superintendent’s Report:
•January is School Board Recognition Month. Superintendent Kissell recognized board members and on behalf of the students, staff, and administration at Continental School, thanked them for another year of service and leadership as school board members.
•Robin Etter gave the Vantage Career Center report.
•The transportation report was shared with the Board.
The Board:
•Approved the HVAC Controls Proposal with Trane U.S. Inc. (Co-op #USC 15-JLP-023) at a cost of $430,400.
•Announced:
-Friday January 6 was the end of the second quarter/first semester.
-Monday, January 16 is Martin Luther King Jr. Day and there is no school
-Saturday, February 4, is All A’s Night for students. We will be recognizing students who have earned this
achievement at halftimes of the home JV and Varsity boys basketball game vs. Montpelier.
•Approved February 27 as a dock day for bus driver/cook Mary McClure.
•Approved the January 2023 Putnam County substitute teacher list, provided by the Putnam County ESC.
The next regular Board meeting will be February 15th at 6:00 p.m. The meeting adjourned at 6:26 p.m.
