Vantage December Board Meeting Held: 12/3/2020

The Vantage Board of Education held the December Board meeting on Thursday, December 3, 2020 in the
Cup and Saucer. Board meeting minutes from the November 5, 2020 regular Board meeting were
approved along with financial statements for the month of October, 2020. GEERS funds, CRF supplement
funds and CARES funds were also accepted along with authorizing the Treasurer to set up funds with
special cost centers for those monies.

Superintendent Rick Turner began the meeting welcoming guests Scott Truxell (The
VW Independent) and Kirsten Barnhart (The Times Bulletin). He also welcomed Mike Knott, High School
Director, and Kathleen Tyler, Adult Education Director.
Superintendent Turner updated the Board of Education on the passage of Senate Bill 89 which was
signed by Governor DeWine on Friday November 27, 2020. This bill, the career tech deregulation bill,
allows individuals holding an adult education permit to substitute teach in the high school classrooms and
those adult education permits to be transferable across school districts statewide. It also allows those
holding substitute CTE licenses to teach outside of their career field for up to one semester. ODE will be
required to establish and conduct a review period for any newly proposed EMIS reporting changes,
soliciting and accepting input from all EMIS users several months prior to implementation. JVSDs will be
allowed to include their calamity day plans to use of addition online lessons, student internships, student
projects, or other options to make up for any number of hours missed as a result of school closures
among JVSD member districts and requires that JVSDs be compensated under the same terms as its
associate school districts if a developer negotiates alternative tax payments as part of a Business
Enterprise Zone.
Mr. Turner also discussed House Bill 404, which extends the temporary authorization for members
of a public body, including a board of education, to hold and attend meetings or hearings via electronic
technology until July 1, 2021 and discussed House Bill 123 which requires public schools to implement
suicide awareness and prevention programs. HB 123 also allocates $2.5M to online dropout prevention
and recovery programs. There was also an extension of provisions from HB197 and HB164 in regards to
teacher and administrator evaluations which includes prohibition against the use of student growth
measures in evaluations and the right of a Board of Education to determine if evaluations are impossible
or impracticable.

High School Director Mike Knott began by updating the board on the great job that the student
ambassadors, along with their advisors did for the Veteran’s Day flag sales. $400 was raised for the
Delphos VFW. He also thanked the construction equipment technology class as well as Mr. Miles and Ms.
Richardson for their help organizing a flag parade on November 11 and raising funds for the Van Wert
VFW. Mr. Knott also updated the board on the safety and leadership teams work in regards to upcoming events such as Sophomore Day and Open House, and how we can navigate these events safely. He also
gave an update on the carpentry house and funds being raised for Toss a Toy.

Vantage Adult Education Director Kit Tyler updated the Board that the EMS program was reviewed
for reaccredited and has been recommended for a 5 year accreditation. She also shared that all 16
practical nursing students have passed their exams to enter into phase two of the program. Mrs. Tyler
gave great praise to these students and instructors given the adjustments that have been made due to the
pandemic. Dolco Packaging has been added as a customer to adult education’s customized training
program with specialized welding training. In closing, Mrs. Tyler updated the board on the accreditation
progress with COE.

In new business, the Board:

➢ Approved adult education employment as needed, as scheduled: Jackie Brandt, EMS Instructor
➢ Appointed Pat Baumle as President Pro-Tem for the January 2021 Organizational Meeting.

and Vantage Career Center, choosing option B with the terms of 15 years at 100% abatement with
a 25% payback
➢ Resolution to amend the TIF agreement from RMK Farming 2019 at 1760 Road 18-A, Continental,
OH 45831, OH 45873, for the years of tax collection noted in exhibit D
➢ Resolution to waive the 45-day notice and approve the Village of Kalida Community Reinvestment
Area (CRA) agreement in lieu of taxes between Triple D Enterprises, LLC. for the expansion of Schimmoeller Construction at an investment of approximately $300,000.00 and Vantage Career
Center, choosing option B with terms of 15 years at 100% abatement with a 25% payback
➢ Approved the School Safety Coordinator job description
➢ Accepted the resignation of Jackie Brandt, EMT Coordinator/Emergency Instructor, effective
December 3, 2020

➢ Approved the following Supplemental Contracts: Wendy Baumle, School Safety Coordinator
Pursuant to Ohio Revised Code Section 121.22(G)(1), the Superintendent hereby requests that the Board
adjourn to executive session for the purpose of discussing employment of an employee or official of the
School District.
➢ No Board action was taken
