Village of Continental Council Meeting Recap – August 14

The Village of Continental met in a regular session meeting on Tuesday, August 14:

–The second reading of a Resolution to allow the Mayor to apply for Ohio Public Works Commission State Capital Improvement Program and execute contracts as required was passed by motion.

–ODOT Update: Ohio Department of Transportation is working on the Handicap ramps to bring them up to code. The parking lines have not been painted yet because the lines will be determined by the Handicap Ramps. Mayor Miller has been in contact with them about getting the School Zone lines painted prior to the start of school.

–Discussion held on the old Fire Department equipment van, it was decided to offer it for sealed bids.

–The Village received one Building Permit request from a resident to build a new garage. It was approved.

–Neighborhood Revitalization Grant Update: The playground equipment is here! The Village will be utilizing volunteer labor to remove the old structure and to move the pea gravel to other areas of the park to get the site ready for the install.

–The Mayor informed council that the Ohio Municipal League is encouraging members to send letters to Governor Kasich to release some of the Rainy Day Funds to local governments to replace what has been cut from our budgets. Miller will send a letter on behalf of the Village.

–Fishing Derby Update: the Derby went well and a lot of people enjoyed the day. The Lions Club thanked the Village for the extra work that was done to the pond area prior to the Derby. Mayor Miller asked if there was anything the Village could do to continue the improvements in the area. Dan Sullivan asked if the water level of the big pond could be raised. The valves and pump that were used for this purpose either need to be replaced or reworked.

–Council voted to accept the lock-in price for propane from JPS Oil & Propane.

–First Reading of the Resolution Accepting Amounts & Rates from the Budget Commission accepted.
Administrator Prowant informed council that when ODOT started to remove the handicap ramp at the corner of N. Main & Elm St., a washout was discovered. Fortunately, it was due to some missing mortar in the catch basin which Gary Samlow can replace. ODOT recommended all of the catch basins be checked prior to the concrete being poured for the new ramps.

–Maintenance Department: A ongoing problem with drainage in the Town Hall was traced to a bad pump in the lift station at the hall. The pump was replaced and everything is working now.
The propane tank and generator are now at the wells. Just a few more things need to be moved and inspected prior to a test run.

–The Potassium Permanganate system is hooked up but not online yet for the water treatment. Levels are being calculated and the Chlorine feed needs to be moved to post feed.

–Mike Varner reported that the street lights on North Main are coming on at 6 p.m. Gary Samlow said he would check on this.

–Council went into a short executive session to discuss personnel discipline. They came out of Executive Session with no action taken.

–Mayor Miller reported that on Wednesday, July 25, 2018, that he, with witnesses Administrator Prowant and Councilman Armey, terminated the employment of one of the maintenance men for insubordination. He was also informed at that time that he had the right to appeal the termination to the Council. Council voted to accept the termination.

–Meeting adjourned.
