
Continental Village Council met in regular session on July 28, 2026 with Mayor Miller officiating. Members present were: Rau, Smith, LaRue, Armey, Sullivan & Keck. Absent: Parliamentarian Welch. Also present were Administrator Leis, Fiscal Officer Troyer & Chief Weller. Visitors: KC Allen, Jeanne Tegenkamp & Kenneth Branham. The meeting opened with the pledge of allegiance.

Union Pacific Big Boy 4014 Final Update: Mayor Miller thanked everyone who had a hand in making it another great experience for all. He has heard nothing but positive feedback from the event. Norfolk Southern reached out to Chief Weller about grant opportunities for the police and fire departments and encouraged them both to apply as they were again impressed with the Villages handling of the Big Boy event. A motion for permission to submit grants on behalf of the police and fire department was made by LaRue & seconded by Keck. Six yeas, motion carried.
Fire/Tornado Siren Updated Quote Review/Discussion: Mayor Miller provided an updated quote on the purchase of a new siren for the amount of $43,700 from Radio Hospital. Discussion took place on if it would be necessary to go that route or to just look into the more recently developed FEMA system, Integrated Public Alert & Warning System (IPAWS) to go along with the local Sheriff’s application. A motion to table the decision was made by LaRue & seconded by Sullivan. Six yeas, motion carried.
Anthem BC/BS Renewal: Troyer provided the quote to renew the Anthem Insurance plan for full time employees, highlighting that it would be an increase of $305.02 per month or $3,660.24 for the year. A motion to accept the plan as presented was made by Sullivan & seconded by Armey. Six yeas, motion carried.
Cybersecurity: Mayor Miller has sent the 1st batch of info over to Falcon Forge AI to get them started on the Ordinance and policy.
Paulding Putnam Fiber Optics Update: Mayor Miller spoke with Nick today and they are working on the design & will have some in-person follow-up questions soon.
Habitat for Humanity Lot Development: Zoning had a meeting at the end of June regarding Habitat’s request to split the parcels from two to four. Zoning reviewed and found no issues. A motion to approve moving forward with the splitting of the parcels from two to four was made by LaRue & seconded by Armey. Six yeas, motion carried.
Building Permit for Tri-Plex: Mayor Miller let Mr. Branham & Council know that Zoning has not had the chance to reconvene to dig into the infrastructure and particulars of a Tri-plex for the West Ash Street location. Mayor Miller will contact Mr. Branham when they do so he is aware for the next meeting.
Water/Sewer Billing Software: Leis & Troyer looked into a new software that would be cloud based and offer more options than what they currently use. After some discussion, it was decided to table till a later date.
Mobile Home Park: A question was brought up if we, the village, require a building permit each time a new trailer is brought into the mobile home park. To clear up any confusion, no the Village of Continental does not. Why? Because it is its own separate entity.
Hearing of the Public: Jeannie Tegenkamp wanted to know what was being done about the groundhogs. Chief Weller has been setting live traps and checking them daily.

Maintenance Updates: A hydrant on Forrest St. was struck and now needs replaced. We are currently waiting on a sheriff’s report to see if we can get compensated but we need to get it replace in the meantime. A motion to allow the purchase of the hydrant was made by Sullivan & seconded by LaRue. Six yeas, motion carried. Leis also said that they are on time for the start-up date of August 10th for the new aerator. He also informed them they are still waiting on an extension for a hydrant to finish up the Park St Waterline. They will be seeding in the fall. They will need to inquire about the road repairs to see when that will be taken care of.
With no other business for the good of the village, Keck made a motion to adjourn and LaRue seconded. Six yeas, motion carried.
